Final Reports should be delivered in time! Prolongations of the dead-line only exceptionally and not later than until end of May 2008.
 
In Case of Tacis, the final report should be submitted no later than 3 months after the implementation period of the project as defined in Article 2 of the Special Conditions of the Tacis Grant Contract.

Final clarifications are possible until September 2008, last payments will be processed in Autumn 2008.

Tacis reports shall be considered approved if there is no written reply from the EC Delegation within 45 days of a report's receipt. If needed, the EC Delegation may request clarification, alteration or additional information, which must be produced within 30 days of the request. The time-limit starts running again on the date the required information is received.

Outstanding reports should be delivered ASAP.
The deadlines for Priority North:
Due date until 1 May 2007: End of February 2008
Due date until 31 Dec 2007: End of April 2008

Priority South:
Due date until 1 May 2007: End of January 2008
Due date until 31 Dec 2007: End of April 2008

Normally, Tacis final reports should be submitted to the EC Delegation within 3 months after Project implementation period, which depends on the date of the Tacis Grant Contract signature. Projects are asked to check the starting date of the Project based on the Tacis Grant Contract.

According to § 8 (1) “Audit rights” of the Subsidy Contract project can expect audits after the project end. Active support of the auditing bodies is expected. Therefore it is suggested to nominate responsible contact person(s) in the partner institutions after the project end.

Tacis Financial Lead Partner should allow inspections from the European Commission, the European Anti-Fraud Office, the European Court of Auditors and any appointed external auditor, to carry out on-the-spot verification check of the project. Such inspections may take place up to 7 years after the payment of the balance to the Tacis Financial Lead Partner.

Please check in particular your Subsidy Contract or Tacis Grant contract and the Programme Manual, further there mentioned EC regulations and national rules have to be taken into account.

Project Lead Partner and Partners should keep the project’s and accounting documents according to § 8 (2) “Audit rights” of the Subsidy Contract. All records should be retained until at least 2013!

All Tacis documents should be kept in Lead partner organization for 7 year after the project receives the balance payment.

According to Rule No. 2. EC Reg. 448/2004 revenues should be reduces from ERDF co-financing. During the project generated revenue shall be deducted in Progress Report. After the project closure LP should inform about generated revenue MA.

Any interest gained as a result of Tacis pre-financing should be indicated in the reports to the EC Delegation and will be deducted from the balance payment to the project.

The project had to observe EC Reg. 1159/2000 also after the project closure, i.e., logos from websites created during project should be kept etc.

All Tacis Grant Contracts are monitored by the EC Delegation and not by the JS, which means that the EC Delegation is the most reliable source of information when it comes to management and implementation of Tacis component of IIIA project.
