
Programme management
The management of the INTERREG IIIA Priorities is carried out in the framework of the Baltic Sea Region INTERREG III B Neighbourhood Programme. It consists of the following bodies:
Monitoring Committee (MC): responsible for supervising the implementation of the whole Neighbourhood Programme with an aim to ensure the quality and effectiveness.
Steering Committees (SC): responsible for selecting projects for funding, proposing the project selection criteria to the MC, monitoring the progress of the Priority implementation on the project level and proposing amendments to the Programme Complement. Managing and Paying Authority (MA, PA): responsible for efficiency and correctness of management and implementation of the Priorities, hosting of the Joint Secretariat, drawing up and submitting payment applications for the ERDF funds to the European Commission, as well as receiving payments and paying out subsidies to the projects. The tasks of the MA and PA in the framework of the BSR INTERREG III B Neighbourhood Programme have been delegated to the Investitionsbank Schleswig-Holstein (IB), which is located in Kiel, Germany.
National Authorities (NA): central government institutions in the partner countries responsible for the INTERREG related policies, national co-financing, etc. The National Authorities in the IIIA partner countries are: in Estonia Ministry of the Interior, in Latvia Ministry of Regional Development and Local Governments, in Lithuania Ministry of the Interior, in Russia - Ministry of Economic Development, in Belarus- Ministry of Economy.
Contracting Authorities (CA): responsible for contracting the EU Tacis funds to the projects. CA is also involved in the project assessment and participates in the Steering Committee as an observer. The Contracting Authority for Tacis funds allocated to Russia in case of North Priority is the EU Delegation to Russia. The Contracting Authority for Tacis funds allocated to Belarus in case of South Priority is the EU Delegation to Ukraine.
Joint Secretariat (JS): responsible for day-to-day management of the Neighbourhood Programme. A joint trans-national secretariat has been established in case of the BSR INTERREG III B Programme with Offices in Rostock (Germany) and Riga (Latvia). The Joint Secretariat's Riga Office is hosted by the State Regional Development Agency and is primarily responsible for the implementation of the IIIA Priorities with the financial management function being retained in Rostock Office.
