Brief summary of the project
BACKGROUND: Due to similar geographical positioning and historic socio-economic development tendencies in LV and LT border territories, Kraslava (LV) and Zarasai (LT) towns have many common problems to be dealt with, including the quality and safety of transit roads. Main transit streets of Kraslava,LV and Zarasai,LT, parts of A6s, are integral elements of international transit corridors’ net crossing LV/BY border (Riga–Vitebsk highway), LT/LV border (Warsaw–St.Peterburg highway) and the historical centres of both towns, as there are no by-pass possibilities. Traffic intensity is constantly growing, especially after entering EU, but the quality and safety of the streets are in critical situation. TARGET GROUPS: LV/BY, LV/LT border-crossers, local inhabitants and visitors. OVERALL OBJECTIVE: To develop a better and safer road infrastructure and physical environment in LV/BY and LT/LV border territories by upgrading transit streets in Kraslava,. LV and Zarasai, LT, thus eliminating the physical obstacles for cross-border co-operation and local development in the border territories. SUB – OBJECTIVES: 1. To initiate the improvement of road infrastructure on both sides of the Lithuanian and Latvian borders by preparation of technical documentation for upgrading transit streets in Kraslava, LV and Zarasai, LT. 2. To contribute to the preservation of multicultural historical wooden dwelling heritage in Kraslava, LV by preparing detailed design solutions for Augusta –Rigas street in Kraslava, LV and proceeding comparative analyses with implementation of design plan in Zarasai, LT. PARTNERSHIP: Kraslava Municipality, LV and Zarasai district municipality, LT. MAIN ACTIVITIES: Sound project technical and financial management. Preparation of tender documentation for upgrading of transit streets in Kraslava, LV and Zarasai, LT. OUTPUTS: 4 SC meetings, 4 radio broadcasts, Min. 8 press releases; Project promotion booklet in 1000 copies; Topographical (incl. border plan) and geological measurement plan, fully prepared and approved technical street upgrading (incl. 2 bridges) project, lightening project and design solutions project for of Rigas – Augusta street in Kraslava (3,367 km) in LV; Fully prepared and approved technical street upgrading project for Kauno- D.Bukonto- Vytauto street in Zarasai (2,9 km) in LT. RESULTS: A successful 'win-win' CBC project implemented contributing to quality and safety of transit roads, as the prepared technical documentation will be the main pre-condition for attracting financing for upgrading works. CROSS BORDER IMPACTS: The physical obstacles for cross-border co-operation and local development in the LV/BY and LV/LT border territories will be eliminated. The efficiency of Structural Funds implementation will be improved in partner organisations, thus contributing to sustainable development of participating municipalities and elaboration of new common projects in future.

Progress report
The 'Double A6' project has been successfully carried out. The documentation prepared will serve as a pre-condition of furtner reconstruction works, both municipalities have already started active work for attraction of investments for the actual works. To achieve the sub-objective - 1. To initiate the improvement of road infrastructure on both sides of the Lithuanian and Latvian borders by preparation of technical documentation for upgrading transit streets in Kraslava, LV and Zarasai, LT, fully prepared techical documentation for reconstruction of the streets has been elaborated. Technical projects for A6 streets in Kraslava (including the topographical and geological measurement plans and technical eletricity plan) and Zarasai have been approved by the relevant institutions. 4 public discussions have been organised. 2. To contribute to the preservation of multicultural historical wooden dwelling heritage in Kraslava, LV by preparing detailed design solutions for Augusta – Rigas street in Kraslava, LV and proceeding comparative analyses with implementation of design plan in Zarasai, LT, the design solutions for A6 in Kraslava have been elaborated and approved. Sound management and publicity of the project has been ensured, 4 Steering committee carried out in Kraslava, LV, and Zarasai, LT, project and target object promotion booklet has been published and distributed in 1000 copies. Publicity of the project ensured by 24 articles in local and regional newspapers and Internet pages of Zarasai district and Utena county, LT, Kraslava district and Latgale region, LV, 1 radio and 3 TV interviews given. Both partners have been equally involved in the project, as the project foresees part of the 'mirror ' activities. RESULTS: A successful 'win-win' CBC project implemented contributing to quality and safety of transit roads implemented, as the prepared technical documentation will be the main pre-condition for attracting financing for upgrading works. CROSS BORDER IMPACTS: The physical obstacles for cross-border co-operation and local development in the LV/BY and LV/LT border territories have been diminished. The efficiency of Structural Funds implementation has been improved in partner organisations, thus contributing to sustainable development of participating municipalities and elaboration of new common projects in future.
