Community Involvement in Energy Efficiency Training and Projects to Promote Good Neighbourhood Practice in Border Areas of Latvia, Belorus, Lithuania Priority South Application round 3 Lead partner Preili County Council LATVIA, Preili, Raina bulvaris 24 Contact person Tel.: +3715322766 Fax: +3715307323 Email: sanita.melko@preili.lv Brief summary of the project The project GOOD NEIGHBOURHOOD aims to utilize cross border cooperation potential for improvement of socio economic situation in cross border cooperation territory, based on people-to-people or community level involvement and networking. The project partnership involves the 4 municipalities from 3 countries: Preili County Council and Ludza Town Council (Latvia), Glubokoje District Council (Belorus), and Zarasai District Municipality Administration (Lithuania). Lead Partner is Preili County Council. The project area includes the respective partner areas in the border territories of the 3 countries. The project period is 6 months and it has 3 work packages. The partners have 10 years of cooperation on muncipal institutional level. In GOOD NEIGHBOURHOOD project they have joined the common partnership with the aim to ensure its sustainability and long-term work. The project partners have good previous experience in administration and management of EU funded and cross border projects. The overall objective is to enhance socio economic development in the less developed border areas of Latvia, Lithuania and Belarus on people-to-people (community) and municipal level. The project has 3 sub-objectives: (1) to enhance cooperation on people-to-people level through community activization and training in energy efficiency and community project development; (2) to create good neighbourhood practice and exchange it with other communities; (3) to strengthen municipal capacity in supporting local community development. The common theme for the project is community involvement in energy efficiency and saving to improve life quality. The main activities include community activization and training, creation of community groups network, study trip to Valmiera community project in energy saving, elaboration of energy efficiency audits and technical documentation for energy saving in the community buildings, Good Neighbourhood seminars, publicity actions. The project has 2 target groups: (1) local community groups and (2) local municipality admininstrations. The expected project outputs are 4 community groups trained in community led projects and energy efficiency issues, guidance brochure in 4000 copies (2 lang), 4 energy audits and technical domentation of 4 community buldings for insulation and energy saving, 2-day study trip to Valmiera community project, marketing GOOD NEIGHBOURHOOD t-shirts, community and good neighbourhood seminars. The expected results are networking among the community groups on people-to-people level, improved knowldege of local community groups about community development and energy efficiency, improved cross border cooperation between the municipalities. The target groups will benefit from the project: experience of working on people-to-people level, training experience in energy efficiency and saving, possibility to share it with other communities under GOOD NEIGHBOURHOOD. In the second period were implemented tthe following activities: 1. project brochures published 2000 copies /Preili and Ludza/; 2. 2 study tours to Valmiera municipality; 3.
